What makes him stick to the mind?
It is a funny character, with cosmic powers and (because of that) an infinite comprehension of the universe, much wider than those of people around him at the time and place of the ongoing story. Knowing the past and the future makes him ahead of his time. All this makes him a very unique character.
Despite being very powerful, he is constrained, following rules. His flaws makes him more believable and more human.
Of course, his personality and charisma are merit of the script writers, voice actor and animators behind him. But this combination of elements has created an everlasting character.
